H2: Testing policy - only those who both (a) have symptoms AND (b) meet specific criteria (eg key workers, admitted to hospital, came into contact with a known case, returned from overseas)Details
First test was done in Bobo Diolaso at the Laboratoire Nationale Référentielle de la Grippe on February 5th - the case was negative. However, the revised plan de riposte (6 may 2020) does not lay out clearly what the testing policy is. It simply notes that one of the weaknesses is the lack of testing kits. I am putting here '1' as there appears to be pretty effective contact tracing and investigation of suspected cases https://www.sig.gov.bf/fileadmin/user_upload/PLAN_DE_PREPARATION_ET_DE_RIPOSTE_A_L_EPIDEMIE_DE_COVID_19_AU_BURKINA_FASO_REVISE_final.pdf

In mid-March, the government closed its air and land borders to all but military personnel and cargo, and banned public transport nationwide, including buses. The passenger transport sector is one of the sectors most affected by the measures taken to combat the spread of COVID-19 in Burkina. Since March 23, 2020, this sector has come to a complete halt throughout the territory, plunging its players into precariousness. As a reminder, in order to contain the spread of Covid-19 in Burkina Faso, the Ministry for Transport decided the discontinuation of the transport throughout the territory since Monday, March 23, 2020. https://www.thenewhumanitarian.org/news/2020/06/11/coronavirus-humanitarian-aid-response https://www.worldnomads.com/travel-safety/worldwide/worldwide-travel-alerts https://www.burkina24.com/2020/04/25/covid-19-au-burkina-faso-la-faitiere-unique-des-routiers-au-secours-des-transporteurs-en-difficultes/ https://www.burkina24.com/2020/05/05/reprise-des-activites-de-transport-a-ouagadougou-constat-a-la-gare-de-lest/

Since June 3, 2020, the Government of Burkina Faso cancelled the curfew which was in effect throughout the country, except for the provinces that are under state of emergency (the East and Sahel regions, the provinces of Kossi and Sourou in Boucle de Mouhoun, the province of Kenedougou in Hauts Bassins, the province of Louroum in the North, and the province of Koulpelogo in the Center-East region). (Not sure the previous coding of 4 is correct as of 1st of August). The Ouagadougou and Bobo airports returned to normal operations on August 1st, 2020, though all land borders remain closed. The reopening of passenger flights that took place on August 1st was accompanied by strict protocols for testing and quarantine for new arrivals. E2: Debt/contract relief - no debt/contract reliefDetails
This has so far been coded as 0, but it is worth noting that since the budget approved as of July 9th meant that several measures have been taken including: delaying tax payments, and waiving late payment fines and penalties; suspending government fees charged on informal sector operators for rent, security and parking in urban markets; supporting the water and electricity bills, including through cancelation, of the most vulnerable social groups. This has been previously reported in Notes for the E3 indicator. See: https://www.imf.org/en/Topics/imf-and-covid19/Policy-Responses-to-COVID-19 (web archive link is not working, but it has been captured in previous notes for the E3 indicator).
