The first version of the guidelines on the detection of COVID cases that all health providers must follow were issued and approved by the Ministry of Health on January 31, 2020. Since this version of the guidelines, anyone who "fits" the symptoms of COVID must be tested by the health provider. Since February 24, the Labour Ministry identified three kind of workers with risk of exposition to the COVID-19. After the issuance of Decree 417, on March 17 2020, the citizens that have to pay rent cannot be evicted from their homes during the emergency and up to two months after it. In addition, during the economic emergency, and for two months more, the leasing fees cannot be increased. Since April 7 the government started implementing different transfer schemes through different national programmes (Colombia Mayor, Ingreso Solidario and Familias en Acción) the government has delivered financial assistance to 2 million elderly individuals (with an amount of $240,000 Colombian pesos), financial assistance to 2,600,000 families (with an amount of $330,000 Colombian pesos), and financial assistance to 1,200,000 families that were not registered in previous government programmes (with an amount of $160,000 Colombian pesos). The Solidarity Income transfers replace less than 50% of the median salary. Last 7 July, President Ivan Dúque extended Colombia's national lockdown until 1 August, though some economic activities are expected to slowly resume in municipalities with low incidence of COVID-19. In addition, the Minister of Public Health announced that there are no expectations of extending the national lockdown, as the country has information and capacities to generate actions by cities, in specific zones, or in contagion areas. Bogota, which has been the country's epicenter of the COVID-19 pandemic, has implemented a "zonal lockdown". Starting on 13 July, the three most densely populated areas of the city will rotate on two-week lockdown periods until 14 August, when the containment measures will be re-assessed.
