Paragraph 6 of the Executive Order 2020-04 effective immediately on 16 March introduces a ban on all non-residents arriving from countries with confirmed COVID-19 cases unless they have a recent (less than 1 week old) DPHSS certificate that attests that they are not infected by COVID-19. All provisions of the EO have been extended to 5 May by the EO 2020-10 EO 2020-04: Executive Order 2020-04 effective immediately on 16 March: "MANDATORY SOCIAL-DISTANCING. Pursuant to Section 19502, Article 5, Chapter 19, Title 10 of the Guam Code Annotated, DPHSS has executed a Road Closure Traffic Flow plan to ensure that certain designated public roadways are reserved for access only by those individuals who are participating in the essential functions and activities authorized since Executive Order No. 2020-04. Entry restrictions on individuals arriving in Guam from China remain in place as of Friday, February 21, due to the ongoing coronavirus (COVID-19) outbreak. All non-US citizens who have been physically present in China within 14 days prior to arrival will be denied entry into Guam. US citizens, permanent residents, and family members to US citizens will be allowed to enter the territory but will be placed under a 14-day quarantine. "Today, Governor Lou Leon Guerrero signed Executive Order 2020-12, which establishes Prugråman Salåppe’ Ayudon I Taotao, a direct disaster aid program that will be paid for with the Coronavirus Relief Funds authorized under the CARES Act. This local program supplements and is in addition to the Economic Impact Payment and is not subject to local income taxation. Individuals applying for this program will be given a one-time payment of $300 per eligible person not to exceed $1,200 per household." "To assist the states and territories, the federal government has directed money in direct aid to Guam under the Coronavirus Aid, Relief, and Economic Securities (CARES) Act. As part of the CARES Act, Guam received $117,968,257.80. Governor Lou Leon Guerrero signed Executive Order (EO) 2020-16 relative to allowing additional activities during the Pandemic Condition of Readiness (PCOR) 2. EO 2020-16 extends the public health emergency originally set to expire on May 30 to June 30, 2020. Any place of business, place of worship, or public accommodation shall operate at no greater than 50% occupancy or ten (10) people, whichever is greater. Effective at 8 a.m. on Friday, May 29, 2020, social gatherings or congregations shall be limited to no more than 25 people regardless of whether the individuals are of a single household unit. The Department of Public Health and Social Services (DPHSS) has issued DPHSS Guidance Memo 2020-11 relative to the new protocol for the quarantine of travelers into Guam to be effective Monday, June 1, 2020. Current, returning, and intended residents of Guam, persons who are essential healthcare or other essential workers as defined in DPHSS Guidance Memo 2020-11, or persons who traveled to Guam because of an emergency or personal hardship situation may be allowed to complete the 14-day quarantine requirement at their home residence or rented lodging location. They must provide valid Guam ID, mayor’s verification, OR sign a declaration of residency upon arrival. Non-residents will still be subject to quarantine at the GovGuam designated quarantine facility. A polymerase chain reaction (PCR) test, with the nasopharyngeal swab taken at most one week prior to arrival, is still necessary to self-quarantine at a non-government quarantine facility, such as their rental lodging. June 2 - The Department of Public Health and Social Services (DPHSS) will be using a remote monitoring system known as Symptoms Monitoring Service to monitor individuals identified as close contacts to confirmed COVID-19 cases and returning residents in 14-day home quarantine. Under EO 2020-20, DPHSS may permit the opening of smaller schools for the purpose of testing a pilot program designed to inform the development of procedures and guidelines for the opening of additional schools throughout the island. Current, returning, and intended residents of Guam, persons who are essential healthcare or other essential workers as defined in DPHSS Guidance Memo 2020-11, or persons who traveled to Guam because of an emergency or personal hardship situation may be allowed to complete the 14-day quarantine requirement at their home residence or rented lodging location. They must provide valid Guam ID, mayor’s verification, OR sign a declaration of residency upon arrival. Non-residents will still be subject to quarantine at the GovGuam designated quarantine facility. A polymerase chain reaction (PCR) test, with the nasopharyngeal swab taken at most one week prior to arrival, is still necessary to self-quarantine at a non-government quarantine facility, such as their rental lodging. The Department of Public Health and Social Services (DPHSS) has updated protocols relative to the quarantine, testing, and monitoring requirements for all travelers entering Guam. Effective after midnight on Wednesday July 1, 2020, the following changes will be implemented: Hotspot locations will be renamed as “High Risk Areas” For the US, risk status will be determined on a state-by-state level, to include territories. The default level of quarantine required upon arrival on Guam is based on whether or not a traveler is coming from a High Risk Area. A Pre-Arrival Negative Polymerase Chain Reaction (PCR) Test, in particular those traveling from a High Risk Area, is necessary to determine the location of quarantine required and eligibility to qualify for an abbreviated quarantine length. Residency status will NOT determine the level of quarantine or testing required. Considerations for alternate quarantine locations will still be made in certain limited circumstances. High Risk locations will be determined by a calculated COVID-19 Area Risk (CAR) score, which primarily assesses an area’s recently calculated Case Doubling Time and Test Positivity Rate. Current high risk areas include: Alabama, Arizona, Arkansas, California, Florida, Georgia, Idaho, Mississippi, Nevada, North Carolina, Oklahoma, Oregon, South Carolina, Tennessee, Texas, Utah, Bangladesh, India, Indonesia, Nepal, Philippines, Africa, Central America, Middle East, and South America.
