While there don't seem to be any restrictions on travel within HK, there are restrictions for travel between HK, mainland China and Macao. Interpreting this as 'internal' movement is a sensitive issue due to HK's special administrative status and I'm not sure if I should code it as a "0" or "1". "All border crossings with mainland China remain closed indefinitely, with the exception of the Shenzhen Bay Checkpoint and the Hong Kong-Zhuhai-Macau Bridge. All passengers wanting to board a shuttle bus to cross the bridge departing from Hong Kong to Macau must present a certificate confirming that they have tested negative for COVID-19 within seven days of their departure.
