All the news reports available in English seem to suggest that testing was very limited and did not follow a clear strategy. While there are some news articles which provide information on the number of tests being done, there is no information who are being tested. There are even reports from the field where hospital workers were quoted saying that "testing kits and medical equipment arrive daily, but they’re given to parliament members who use most of the kits for themselves." But it should definitely be verified by someone who can access Persian news sources and understand the language.

"Tehran on Wednesday reported 1,680 new infections, nearly double the figure four days ago and the highest daily figure since 11 April when it allowed a phased return to work amid fears of economic collapse. Sukuk bonds and the National Development Fund will provide part of the financing. On April 15, the government embarked on its biggest-ever initial public offering, selling its residual shares in 18 companies (including 12 percent share of Social Welfare Fund (SHASTA), the largest public company) to generate income as it struggles with the economic consequences of COVID-19 and U.S. sanctions. The estimated privatization proceeds are at around 165 trillion rials (0.6 percent of GDP) from banks and insurance companies and 70 trillion rials (0.2 percent of GDP) from SHASTA. On May 3, the government’s spokesman said that shares of four state-owned oil refineries will begin to be offered to the public soon. MONETARY AND MACRO-FINANCIAL The Central Bank of Iran has (i.) announced the allocation of funds to import medicine; (ii.) agreed with commercial banks that they postpone by three months the repayment of loans due in February 2020; (iii.) offered temporary penalty waivers for customers with non-performing loans; and (iv.) expanded contactless payments and increased the limits for bank transactions in order to reduce the circulation of banknotes and the exchange of debit cards. EXCHANGE RATE AND BALANCE OF PAYMENTS The Central Bank of Iran announced it injected USD 1.5 billion in the foreign exchange market to stabilize the rial.

Biglari said that the number of labs carrying out tests for COVID-19 have also increased to a total of 90 recently across the country. According to the report, several Iranian biomedicine companies have recently obtained certificates from health authorities to produce COVID-19 test kits on a commercial scale. In producing the test kits, "we are self-sufficient," Biglari added. The app was released while Iran is in the midst of a national health crisis, with the country being one of the most impacted countries in the world by the novel COVID-19 coronavirus. After it's release, Iran's Health Ministry sent a mass SMS message to all Iranians urging them to install the app to check potential COVID-19 symptoms. The app would let users register using their phone number and then ask Iranians to answer a series of questions related to coronavirus symptoms. The idea was to let Iranians determine if they had severe symptoms, in order to prevent citizens from needlessly flooding local hospitals.
