On March 12, Education Minister Algirdas Monkevicius said that, under the government's plan, education institutions would be allowed to teach, but only remotely. The restrictions apply to kindergartens, secondary schools and universities, according to Interior Minister Rita Tamašuniene. All the passengers arriving to Lithuanian airports will be subject to registration and screened at airports. All the passengers arriving in the territory of the Republic of Lithuania by bus, train and ferry shall be screened for COVID-19. From 13th of March the coronavirus hotline 1808 became operational. People in isolation who came from high level risk countries and showed symptoms (i.e., fever, caught and ect.) were asked to dial the number. Dialing 1808 gives access to Hotline Consultant who follows a set algorithm to approve the testing. On 16 March, the government announced 2.5 billion euros fiscal package out of which 250 million euros were allocated for wage subsidies for employees in affected firms. On 7 April 2020, the Parliament approved amendments to the Law on Occupation regulating the requirements to receive state subsidies in case the downtime is announced for employees, as well as payouts for self-employed persons. WAGE SUBSIDIES FOR EMPLOYERS The amount of subsidy for the employee in the downtime is calculated as a percentage of the employee‘s salary (it cannot be higher than the salary determined prior to the announcing the emergency situation and quarantine) and at the discretion of the employer shall amount to: Under certain conditions an employer may qualify for subsidies from the government’s Guarantee Fund if employees become idle due to the pandemic. Subsidy amounts depend on how much of a company’s activities are impacted by COVID-19. Wage subsidy conditions- 1. 70% of the employee’s wage, but not more than EUR 910.5 gross (for a full month of idle time, otherwise reduced proportionately), OR 2. 90% of the employee’s wage, but not more than EUR 607 gross (for a full month of idle time, otherwise reduced proportionately). Seeking to facilitate the daily lives of people in self-isolation due to the coronavirus, a mobile app Quarantine was developed and launched. The initiative to apply smart technologies to the isolation of quarantined persons came from the joint efforts of the Government, the National Public Health Centre (NPHC), the team of the wellness app Lympo, Hospital of Lithuanian University of Health Sciences Kaunas Clinic and Vilnius City Municipality.
