Events were closed in February and March but no explicit limits on numbers were set. All public events and gatherings through the upcoming weeks were now canceled, a major challenge with one of the most celebrated holidays of the year, Tsagaan Sar, or Mongolian Lunar New Year, quickly approaching in February. All of this pre-“social distancing.” It was eventually announced that March public events would be canceled as well, including the official cancellation of the Ice Festival on Lake Khovsgol, the Winter Golden Eagle Festival, the camel festival in Umnugobi province and the Nauryz Festival nearer to the end of March. It was announced on February 19 that roads and other forms of transportation would be suspended or blocked over Tsagaan Sar (February 21-27) across six provinces to further enforce the need to self-isolate and not gather in large groups. A necessary action to keep the flow of movement limited over a holiday that holds significance in the country. Prior to the ban, traffic into Ulaanbaatar was monitored by stopping cars and requiring that all passengers have their foreheads scanned to detect an abnormal temperature. Something I myself experienced. But not all public transportation was banned, within the capital the main bus lines were running, but were limited to running on “peak” hours. Although the government has decided to not restrict internal movement, it is nonetheless continuing with tracing the in and out flows on the checkpoints placed at 6 major checkpoints around the city of Ulaanbaatar (Emeelt, Baruunturuun, Gunt, Ulziit, Morin and Nalaikh) Ulaanbaatar is by far the biggest urban settlement in Mongolia concentrating almost half of the country’s population. It is a major destination, transition point and origin for population movements and as such may represent a powerful source for spreading COVID-19 to the entire country. To increase its preparedness and also an eventual response to COVID-19, the Governor’s Office of the Capital City has requested the assistance of International Organization for Migration, Mission to Mongolia (IOM) to take evidence of all the incoming and outgoing flows of people by implementing its Displacement Tracking Matrix (DTM) methodology. Green Gateway”, a temporary regulation targeted to revive trade and economic cooperation and move large-scale projects and programs forward in a time of the pandemic, will come into effect from tomorrow, August 1. With implementation of the temporary regulation, freight vehicle drivers will have greater access to enter Mongolian and Chinese border checkpoints than before. A citizen who made a request to travel according to the “Green Gateway” regulation, will cross the country’s border after getting permission from corresponding organizations of the two countries and getting involved in COVID-19 test. After their passage through the border, they will follow relevant infection prevention rules of that country.
