C8: International travel controls - screening arrivalsDetails
U.S. health officials are expanding screening for the coronavirus to 20 U.S. ports of entry, including Puerto Rico's main airport. The screenings, which focus on travelers from Wuhan, involve having them fill out a form detailing their travel and contacts while in Wuhan and whether they are experiencing any symptoms. They also have their temperatures taken. https://www.washingtonpost.com/transportation/2020/01/30/us-health-officials-expand-screening-new-coronavirus-20-airports/

H2: Testing policy - only those who both (a) have symptoms AND (b) meet specific criteria (eg key workers, admitted to hospital, came into contact with a known case, returned from overseas)Details
Puerto Rico department of health sets out testing guidelines, specifies that both symptoms AND eligibility criteria (see source) must be met to test for Coronavirus. While doctors are allowed to test in cases of very strong symptoms even without prior travel history, this does not rise to the level of "anyone symptomatic" and hence is coded as 1. http://www.salud.gov.pr/Documents/Guia%20para%20la%20vigilancia%20del%20coronavirus%20novel%202019-nCoV.pdf

H3: Contact tracing - limited contact tracing; not done for all casesDetails
Health department sets out contract tracing policy by defining what a "close contact" is and by providing (in the annex) a patient form to fill out which explicitly mentions contact tracing. However, due to PR's limited state capability and clear deference to the CDC trhoughout the document (which at the time did not specify a comprehensive action plan for contact tracing), I err on the side of caution and code this as a "limited" tracing policy (1); http://www.salud.gov.pr/Documents/Guia%20para%20la%20vigilancia%20del%20coronavirus%20novel%202019-nCoV.pdf

Only flights from US mainland and other unincorporated islands are allowed. All commercial flights go to the same airport where passengers are screened on arrival. However, since the FAA turned down Puerto Rico's request to cancel all flights from mainland US (and a second request to cancel flights from US COVID Hotspots) and because of Puerto Rico's territorial status, I do not see this state as a total border closure, and therefore downgrade the initial coding (4) to a 3. https://www.fortaleza.pr.gov/content/gobierno-de-puerto-rico-hace-nueva-petici-n-al-faa-para-prohibir-vuelos-provenientes-de https://www.fortaleza.pr.gov/content/gobierno-actualiza-datos-sobre-covid-19-en-puerto-rico-16 https://www.faa.gov/news/updates/?newsId=94991
