Starting May 12th, there is an ease on working restrictions ( https://www.themoscowtimes.com/2020/05/21/coronavirus-in-russia-the-latest-news-may-21-a69117). The degree of ease varies depending on region. In Moscow, for example, companies involved in industry and construction will be able to return to work despite the continued lockdown through May 31st. According to President Putin: "The period of non-working days is over, but this does not mean the end of the fight against the epidemic". The regime has been in force since March 30 and assumed the preservation of wages for employees. However, whether these wages were sustained in reality is highly unclear (the government did not provide subsidies to corporations to guarantee the continuous payment of wages) The heads of regions retain the right to limit and suspend the work of enterprises if all sanitary requirements cannot be observed there. At the same time, employees should receive a salary. Link: https://www.rbc.ru/society/11/05/2020/5eb9615e9a794774be6aa275

Activities in the field of mass media and print production are included in the list of sectors of the Russian economy that are most affected by the deterioration of the situation due to the spread of a new coronavirus infection. This decision was signed by Prime Minister Mikhail Mishustin. Publishers of books, newspapers, magazines, periodicals, television and radio stations, network publications, news agencies will be able to take the support measures provided by the state for representatives of affected industries. The list also includes activities related to printing newspapers. At the same time, the media industry was in a difficult situation: revenue from the sale of books, the press, from subscription is reduced, and advertising revenue is reduced. Small companies and organizations in the regions are particularly affected. Most of them relate to small and medium-sized businesses. The Government received numerous appeals from citizens, associations, as well as public authorities with a request to additionally support industry representatives. Among the support measures that Russian media will be able to use include a six-month deferral of all taxes (except VAT), as well as rental payments when using real estate owned by state, municipal or private property, interest-free loans for urgent needs and salaries, soft loans at a rate of 2% for any purpose, a moratorium on bankruptcy, conducting scheduled and unscheduled inspections. In addition, representatives of small and medium-sized businesses from the affected sectors are provided with a deferral of payment of insurance premiums (and halving their size if the wages of workers are higher than 1 minimum wage), restructuring of payments formed during the period of granting a deferral of tax and insurance contributions for a period for one year monthly in equal installments. They also have direct financial support in the form of subsidies (grants), which can be spent on salaries, payment of debts for utilities. Funds are provided at the rate of 1 minimum wage for each employee. Companies that, due to various circumstances, have technical debts on taxes and insurance premiums, can apply for a subsidy if the sum of such debts does not exceed 3 thousand rubles. The restrictions on exit from Russia and entry into the country introduced due to the spread of a new coronavirus infection have been relaxed. Such an order was signed by Prime Minister Mikhail Mishustin. Russian citizens will be able to leave the country to visit close relatives living abroad and those who are in need of care. Such a right will also be for those who go abroad for treatment, as well as for work or study. Foreign citizens will be able to enter the country subject to similar conditions: if they are going to undergo treatment at Russian medical organizations or to take care of sick close relatives. As Mikhail Mishustin specified at a meeting of the Presidium of the Coordinating Council to Combat the Spread of the New Coronavirus Infection on June 8, the decision to amend the current regime of entry and exit restrictions was made following consideration of citizens' applications received by the Government.
