Markets have been opened for essential vendors not exceeding 50% of registered traders. Hair salons have opened but will have to apply strict hygiene measures, including appropriate physical distancing. All accommodation establishments, restaurants and cafes with valid tourism operating license or occupational permit from districts or City of Kigali, have reopened. Home delivery of food and beverages from restaurants can continue to operate. Employers must provide staff with masks, which they are to wear at all times while on duty and in public places. Clients not wearing masks must not be admitted into the premises. Hospitality facilities will be open from 6am to 7pm. In-house guests may receive room services beyond 7pm, as long as staff providing these services are resident within the hotels. Restaurants operating within a hotel must also close by 7pm. The Rwandan Ministry of Finance and Economic Planning has announced a series of tax exemptions as part of efforts to support different sectors of the economy to recover from the effects of COVID 19 pandemic. Pay As You Earn (PAYE) will be waived for a period of six months from April to September for teachers in private schools earning up to 150,000 Rwandan francs net salary (about 161 U.S. dollars), a statement issued by the ministry said. The waiver will also apply for a period of three months from April to June for employees of companies operating in the tourism and hotel sector who earn up to 150,000 Rwandan francs net salary, the statement said.
