[for Feast of the Assumption] "The Aug. 15 celebration typically includes a procession and mass as well as funfairs, music concerts and sporting events. But due to COVID-19, this year, all of these activities are cancelled and only mass will be celebrated." --> if these events (e.g. public shows, masses, etc.) are allowed and C4 remains at 1G, clearly not all public events are required to be canceled, hence the coding as '2T.'
