On 31 Jan 2020, Public Health Agency proposed classification of covid-19 under Swedish Communicable Diseases Act which requires contract tracing. Several news articles from later dates suggest that contact tracing for all the positive cases is being done. The government announced on 16 March that companies are allowed to postpone tax payments for one year. The goal is to quickly and to a considerable extent strengthen the liquidity of companies. All companies, regardless of the form of business, will be able to request a deferral of VAT payments, regardless of whether they report their VAT monthly, quarterly or yearly. Public transport, work places and schools are not covered by the ban against public gatherings of more than 50 people. The Public Health Agency of Sweden has decided that, for the time being, it is important that public transport continues to operate and that those who are healthy can get to work or school. Workplaces and schools can try to minimize activities when many people gather together. Further guidance will be published. This recommendation was issued 18th March 2020. Compared to pupils in schools and preschools, the students in higher education are not dependent on their educational institution for daily care. Higher education also draws students from larger geographical areas. The official government website as on 05 April stated that contact tracing is the responsibility of the doctors treating covid-19, and news sources indicated that some form of tracing was ongoing. The Government announced on May 13 a temporary supplementary allowance for families with children who are entitled to housing allowance. The grant must be paid out with an amount corresponding to 25 per cent of the size of the preliminary housing allowance. This means that a family of children can receive up to SEK 1,325 per month in supplementary allowance. There is now an ongoing transmission of COVID-19 in the community in several regions in Sweden. Our advice is therefore that you work from home, if it is possible to do so and if your employer agrees. This is to decrease the speed of transmission and the number of people in need of hospital care. A rapid increase of the number of infected would put unnecessary pressure on healthcare services. Short-term layoffs introduced today This proposal means that employers’ wage costs can be halved, in that central government will cover a larger share of the costs. This model is similar to short-time work, but the subsidy level is significantly increased. The employee receives more than 90 per cent of their wage. The aim is to save Swedish jobs. It is proposed that the proposal on short-term layoffs enter into force on 7 April and be in effect throughout 2020, but be applied from today, 16 March. It is proposed that central government assume the entire cost of all sick pay during April and May. Preventive sickness benefit for risk groups The Government's ordinance means a right to compensation of up to SEK 804 per day for people who belong to risk groups and for family members of people who belong to risk groups. The benefits are paid for the period when the person refrains from work to avoid being infected by the COVID-19 disease or infecting family members with that disease.
