The government decides to extend the quarantine for the third time, until May 22. However, some restrictions will be eased in a concession to demands from the business community. Ukraine has not seen a decline in COVID-19 infections yet. Starting May 11, the following public places and businesses are allowed to reopen: parks and recreation areas; museums and libraries; beauty salons and hairdressers; summer terraces and takeout service at cafes and restaurants; dental clinics; notaries, audit and law firms; domestic service providers (cleaning services, dry cleaners, clothing and shoes repair shops, etc.); stores in shopping malls; appliance and electronics service centers. Other businesses, including food courts and entertainment areas in malls, most public transportation, intercity and foreign travel by air and train, dine-in service, schools and universities and borders will remain closed. However, the authorities will not ease measures in individual regions and cities with the most infections — they term this “an adaptive quarantine.” A special commission will convene by May 11. The government has introduced additional compensation for the cost of utilities to recipients of housing subsidies for the quarantine period, which will equal to UAH 300 for each family. In addition, the social standards for the use of electricity, hot and cold water, drainage and natural gas for cooking and water heating, for which the subsidy is designed, have been increased by 50%. The additional compensation will cover more than 3 million households. The procedure for assigning (including for the next period) and paying in cash subsidies to citizens for housing and communal services, purchase of solid and liquid stove fuel and liquefied gas has also been simplified. This process will take place automatically, without unnecessary bureaucratic procedures. From 15 June, Ukraine has reopened its borders to foreign nationals. Upon arrival, all foreign nationals will be required to provide proof of health insurance that covers COVID-19 observation and treatment for the duration of their stay. Insurance must be purchased from a company registered in Ukraine or a foreign company that has a representative office or an insurance partner in Ukraine. The country from which you are travelling will dictate whether or not you are required to self-isolate for 14 days upon arrival in Ukraine. Travellers arriving from countries in what the Ukrainian authorities call the “red zone” (where there are more than 40 active COVID-19 cases per 100,000 people) are required to undergo 14 days’ self-isolation proven by the “Dii Vdoma” tracking app(see below), or quarantine in a Government-approved facility for 14 days upon arrival. Mandatory self-isolation or quarantine can be cancelled if a traveller undergoes a PCR test and receives a negative result once in Ukraine. Further information about taking the tests and cancelling self-isolation in case of a negative result can be found via the ‘more detailed’ link of the ‘for citizens of “red zone” countries’ box on the Ukrainian authorities’ Visit Ukraine webpage. Travellers arriving from countries in what the Ukrainian authorities call the “green zone” (where the figure is under 40 active COVID-19 cases per 100,000 people), are not required to undergo self-isolation or observation on arrival. Citizens of “red” countries who can prove that they have spent the last 14 days in “green” countries are treated as arriving from the “green zone”, and will not be required to isolate.
