There is no policy change, however I upgraded the code for the current policy on international travel from 3 (ban on some regions) to 4 (border closure). Indeed, Vietnam's borders still remain shut to foreign tourists, however the Government has opened borders to foreign experts, skilled laborers and investors in a bid to reboot the economy. Since this is a border closure with exceptions and not a travel ban on some regions, 4 seems like the most adequate coding.
